INTANGIBLE CULTURAL HERITAGE: BASIC NOTIONS, LISTS, MEASURES
Realization of ideas and regulations of the Convention is possible by means of measures, projects, programmes, training workshops, which encourage intercultural dialogue, mutual understanding, creativity of society by the use of community involvement into activities, participation in strategically important projects for further cultural development of Ukraine.
As a result, the problem of development of a broad package of measures, which could combine internal and international lines of country activity for safeguarding of the intangible cultural heritage is of particular significance.
Scientific and methodological tools will help to systematize and optimize the process of drawing up the Inventories of the Intangible cultural heritage (National and local), the National Register, the International lists.
Ukraine joined to UNESCO’s “Convention for the Safeguarding of the Intangible Cultural Heritage” in 2008 (The Law of Ukraine “On the Accession of Ukraine to the Convention for the Safeguarding of the Intangible Cultural Heritage” № 132 of 06.03.2008) and should implement all obligations of this convention.
According to UNESCO’s 2003 Convention, article 2, paragraph 1 the “intangible cultural heritage” means the practices, representations, expressions, knowledge, skills – as well as the instruments, objects, artefacts and cultural spaces associated therewith – that communities, groups and, in some cases, individuals recognize as part of their cultural heritage. This intangible cultural heritage, transmitted from generation to generation, is constantly recreated by communities and groups in response to their environment, their interaction with nature and their history, and provides them with a sense of identity and continuity, thus promoting respect for cultural diversity and human creativity. For the purposes of this Convention, consideration will be given solely to such intangible cultural heritage as is compatible with existing international human rights instruments, as well as with the requirements of mutual respect among communities, groups and individuals, and of sustainable development.
According to the Convention, article 2, paragraph 2 the “intangible cultural heritage” is manifested in the following domains:
a) oral traditions and expressions (tales, proverbs, songs, speeches, memoirs, coronach) including language as a vehicle of the intangible cultural heritage
b) performing arts (music traditions, vocal and instrumental music, theatre, dance, rituals)
c) social practices, rituals and festive events (sociocultural practices, such as traditions, rituals, annual ceremonies, public or private, baptismal ceremony, wedding, funeral, traditional games, childlore);
d) Knowledge and practices concerning nature and the universe (practices associated with environmental, for example, traditional ecological wisdom, indigenous knowledge, knowledge about local fauna and flora, traditional healing systems and more);
e) traditional craftsmanship
The example of Registration form (card) for the element of the intangible cultural heritage of Ukraine was adopted by the Order of Ministry of Culture of Ukraine of 14.12.2012 №1521 for implementing the Convention and fixing of the elements.
Council of experts (consisted of ICH experts) was set up in 2013 under the Ministry of Culture of Ukraine (the Order of Ministry of Culture of Ukraine of 03.10.2013 № 932).
«Petrykivka decorative painting as a phenomenon of the Ukrainian ornamental folk art ХІХ – ХХІ» was inscribed in 2013 (8.COM) on the Representative List of the Intangible Cultural Heritage of Humanity.
Cossack’s songs of Dnipropetrovsk Region was inscribed in 2016 (11.COM) on the List of Intangible Cultural Heritage in Need of Urgent Safeguarding

In accordance with Article 29 of the Convention for the Safeguarding of the Intangible Cultural Heritage the report of Ukraine on legislative, regulatory and other measures, taken for implementation of the Convention, was presented to Committee in 2015.
Since 2015 in accordance with Article 13, paragraph b) of the Convention – Ukrainian Center for Cultural Studies (under Ministry of Culture of Ukraine) was nominated to be authorized institution for scientific and methodical support of implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage(the Order of Ministry of Culture of Ukraine of 27.07.2015 № 548).
Ukrainian Center for Cultural Studies has carried out the informational and explanatory work on usage of Internet resources, workshops, conferences since 2015.
The institutes, universities joined to the implementation of the Convention (Kyiv National Taras Shevchenko University, Melitopol Bohdan Khmelnytsky State Pedagogical University, Izmail State University of Humanities, Lesya Ukrainka East European National University). Regional Folk Culture Centres
National Register of Ukraine consists of 7 elements of ICH: 1) Pottery and ceramics from the village of Opishnia; 2) Kosiv ceramics as the traditional craft of Carpathian region; 3) The Krolevets handpicked weaving; 4) Cossack songs of Dnipropetrovsk region; 5) Petrykivka decorative painting as a phenomenon of the Ukrainian ornamental folk art (19-21 century); 6) The singing tradition of the village of Luka (Kyiv-Sviatoshyn district in Kyiv Oblast); 7) The “white on white” technique of embroidery of Reshetylivka community of the Poltava region.
